This can differ from provider to provider, but in general, we will start a transfer for you and request the previous owner of the domain to change the IPS tags. We would suggest that you find the help page with your domain provider to get the answer to this or get in touch and we can take a look for you.

This can happen from time to time and it’s not a pleasant thing to go through. Unfortunately, there are  people out there that take it very personally if you choose to leave them. This is down to your previous web supplier and the contract you hold with them. For example, Yell/HiBu websites are licensed rather than owned by you and therefore cannot be taken away from them when you want to leave.
